Under the Members section in a community, you can click the 'Invite colleagues' button, then input their details and an optional message, and click 'Send'. This will send them an email letting them know they have been invited by you and providing a link to the Community.
You can also send them a direct link to the Community, but they will need to create an Apolitical account to join.
